This is a control valve that is probably used for injection into a larger pipe or vessel, the extension is probably to reach into the ceter of a vessel or larger pipe for better distribution.
Is control valve working as desuperheater for decrease steam temperature.

As we all know the most practical way to reduce the superheat value of steam is by the direct addition of water, the side nozzle is inlet for desuperheater nozzle of a correct mix of superheated steam and cooling water. One may call it desuperheater valve or angle valve.
