Regarding Hardwired I/Os & Serial I/Os

My question is on what basis the EPC or end-user decides that particular I/Os to be considered under hardwired & the others under serial I/Os in the Process automation system while providing the IO list to the DCS/ Control system vendor?

What parameters are considered while segregating the I/Os?
